Yes, you can use either of the methods the other guys mentioned.
A modchip is probably the best solution, since that will allow effortless use of backup discs as well as all homebrew programs.
But SwapMagic is a way to get started at once without any hardware modifications. You will need to always boot with the SwapMagic discs, whether to swap backups or to boot homebrews, but homebrew use can be made almost as convenient as with a modchip, since you don't need any disc swapping for that.
You just store the "BOOT.ELF" uLaunchELF (aka: uLE) as "\SWAPMAGIC\SWAPMAGIC.ELF" on a USB drive formatted to FAT32.
This will force SwapMagic to launch that elf whenever the SwapMagic disc is booted with that USB drive inserted into the PS2. And with uLE running you can easily access any other elfs or data files on that USB device (or MCs, or LAN once you get that configured).
The big drawback with SwapMagic is obviously that you must always swap discs to use backups, and (less obvious but still true) you can't use it for PS1 backups at all.
