i have heard many places that this is not possible...
but yesterday i got a zip archive "Embed_v1_3R1_plus" posted somewhere on this forums...
the readme inside it says---
and the guy who posted this says that it will work with cross-region install...
This package contains all the files needed to build a 75kb OSD file for memory card boot.
It's a quick and dirty drop in of several files from the internet, but it works.
I made some quick'n dirty batch files to help users who can't use the command prompt.
1- Playstation 2 Console with exploit, modchip, swapmagic, rubberband, etc ... All you need is a mean to boot uLaunchelf, to copy files to your memory card and have access to a USB flashdrive.
3- An USB flashdrive known to work in the Playstation 2 and uLaunchelf.
First figure out the REAL region of your Playstation 2 console. This can be done by turning it on without a disc and pressing triangle at the screen with the word "Browser". There you will see the console model number, which is the information we need now.
This is what I know about Playstation 2 model numbers:
SCPH-10000 (This series is japan only. Models 10000/15000/18000)
SCPH-3000x (There is a 37000 series but it's actually the same thing as the 30000)
The real regions, which have not much to do with the game region (NTSC UC/NTSC J/PAL, etc ...) are actually indicated by the last
digit of the model number:

1 USA and Canada NTSC 1 BAEXEC-SYSTEM U
2 Oceania PAL 4 BEEXEC-SYSTEM O

Pick the proper file for your console region.
Currently this package contains decrypted/usable files only for:
Japan: All models with last number being 0 "makeJPN.bat"
USA/Cnd: All models with last number being 1 "makeUSA.bat"
Mexico: All models with last number being 10 or 11 "makeMEX.bat"
Europe: All models with last number being 3 or 4 "makeEUR.bat"
Oceania: All models with last number being 2 "makeOCE.bat"
Asia: All models with last number being 5 "makeASI.bat"
Not yet working: (Files still needed)
China: All models with last number being 6 (Continental China) or 7 (Hong Kong)
Russia: All models with last number being 8
Copy the file "mcid.elf" to your USB flash drive along with the file DVDELF.bin from the folder which has the last letter matching with your console "Magic Gate" region. Both files should stay on the root directory of the USB flash drive.
Using your exploit/modchip/swapmagic, boot uLaunchelf on the console. Replace the memory card with the one you plan to install the bootfiles.
Mcid.elf will access both the DVDELF.bin file and your PS2 memory card, creating a valid signature for it which will be saved as "mcid.bin" in the root directory of the flash drive.
Once you obtained your mcid.bin (signature for the elf file on the memory card) copy it to the folder you copied the DVDELF.bin file from.
Run the batch file for your region.
Copy the resulting folder to your flash drive and use uLaunchelf to copy the folder to the memory card.
Also, copy the folders SYS-CONF and BOOT contained on this package.
