From what I know about ESR, it's purely EE-only. It doesn't interfere with the IOP's modules at all.
The problems USB-device loaders have with PS2 USB peripherals is not only due to an issue with the lack of IOP RAM. PS2ESDL usually leaves sufficient IOP RAM... but the problem seems to be usually a compatibility issue with the homebrew USB drivers and the Sony PS2 USB peripherals.
FMCB should not interfere with the functionality of games, since it doesn't alter the way the PS2's kernels work. The only exception would be when FMCB detects that the console has a "Protokernel" (On SCPH-10000 and SCPH-15000 consoles only), as it'll install a patch.
In conclusion, FMCB should not affect USB device support. ESR should not affect the usage of USB devices either.
