Playstation (AKA PS1/PSOne/PSX) games are meant to run off a CD-ROM. Using a DVD+/-R disc might cause a failure here.

Unless your game's main executable file's name was tempered with, the BOOT parameter should have been something like "BOOT = cdrom:\SLPS_012.79;1".
NTSC and PAL are video signal standards. As long as your TV can support both standards, you should be able to run your game fine.
Otherwise, you might run into a situation where you can't see anything on the screen if you run a PAL game on your console with your NTSC-only TV.
