The double-swap-trick should work with any PS2-Game.
Replace the main-ELF with a custom ELF and double-swap at the Playstation2-Logo.

I'm sorry that I couldn't give you a more detailed explaination.

Now its working I can tell you how to do this...
You will need 1 original PS2 DVD Game with LBA highter than 1.000.000, 2 special burned DVDs and few programs...
First, do like whaw said :

First Off don’t do this if you are afraid to take the cover off your ps2, as if you break it I am not responsible. (you cant use the swap tool because you have to swap discs to fast, sorry but this is the only way.)

For this i used fat ps2 and Conflict Desert Storm I (1600000 LBA)

    Things You Will Need:
    Apache...
A PS2 CD/DVD Based Game (any game with 1.000.000 or highter LBA and the SLUS_xxx.xx, SLES_xxx.xx or SCES_xxx.xxx is close to the last file on the disc)...
    Blank CD's/DVD's...
    Isobuster...
A Burning program. i used ImgBurn...
    COGSWAP.ELF... (ulaunchelf doesn't work)

    PS2 Loads like this:

    Reads Bootsector...
    Reads TOC..
Searches For Boot File ie.....SLUS_209.09 or whatever...
    Verifys Bootsector...
Loads Boot file ie.....SLUS_209.09 or whatever...

Put your original game on pc Open Isobuster then look for a file named SLUS_xxx.xx, SLES_xxx.xx, SCES_xxx.xxx where the xxx.xx will be numbers and the will be your boot file and. see if the LBA is highter then 1000000 or it won't work.
still with IsoBuster and original game on pc, right click on dvd, and then extract dvd image, when it finish extracting close IsoBuster you dont need it anymore.

Now extract cogswap.elf you downloaded, rename COGSWAP.ELF to your boot file SLUS_xxx.xx, SLES_xxx.xx, SCES_xxx.xxx.

-Use Apache to open the .iso image u made.
-highlight "SLES_xxx.xx" in apache on your right side
select "ISO Tools" from the tab above, now select "Change TOC for Selected File", change the "Size" to 58160, don't change the LBA. This is the file size of the "COGSWAP.ELF".
-With "SLES_xxx.xx" still highlighted, select "ISO Tools" again, now select "Update Selected File", select the SLES_xxx.xx file that was "COGSWAP.ELF" you rename, it will say "selected file replaced".
-Burn the edited ISO to disc with DVD Decrypter / IMGBurn

    REMEMBER!!!
You Only Need To Swap When It Reads The Boot File No Other Time So Since We Know Our Boot File Is The Last File On The CD The Laser Will Jump All The Way To The End Of The CD Before The PLaystation 2 Logo Apears On The Screen We Need To Swap The Orignal Cd For Our Burnt Cd1 Before It Loads This File so here is the process

    Pop in the Orignal game
    Power on the PS2
Right before the PS2 loads the Boot File at the end of the CD Swap to the Burnt CD we made, it will load the boot file we made then try to jump all the way back to the begining to verify the boot sector swap back to the orignal before this happens,
after it reads the verifys the boot sector it will jump back to the boot file we yet agian need to swap to the burnt cd long enugh for it to load the file we made then swap back to the orignal ps2 cd as soon as it is done so it can read the boot sector one last time.
you have to swap 4 times in total.

CogSwap Loader Should Now Be Running on your PS2 Screen and the cd should have stoped
Hit Eject and insert an ps2 cd game and close the tray making sure that the cog(white peice on top of the cd) doesnt move and locks in ok,
Now Cogswap Loader Should Show A Yellow Disk Icon And Say PS2 CD press O (for CD) X(for DVD). The disc will spin again(it stops when the screen shows the yellow disc). When the disc spins, keep your eyes on your TV screen until you see the yellow disc turn purple and "PS2 CD-ROM" or similar kind of writing change to "Use Cogswap" swap to EXP Install Disk without hitting eject and press x, ulaunchelf should load.

Making the EXP Install Disk requirements:
ulaunchelf 4.12 CD (new versions gives black screen) http://sksapps.com/launchers/uLaunchELF_v4.12_CD.rar
After you download it, extract it, and burn it to a CD(not dvd) i used ImgBurn 4x speed[recomended]

Now Reasemble Your PS2 and enjoy your exploit since it was done with out a modchip,Swap Magic CD Or Anyother Simple Method....... THIS IS NOT FAKE, and i'm not responsible if you scratch your game, if your not doing it right it will scratch your game. i did this method because i dont have agent under fire. hope this works for you. just practise it i first failed many times but now i find it easy.

btw sorry for my bad english ^^

EDIT: tested with bonus disc that comes with killzone and works with my method
Dont do this ulaunchef 4.12 CD, make secound similar DVD, but instead of cogswap pase ulaunchef 4.12 uncompressed_BOOT.ELF and rename it like in first DVD...

Now try to do everything like SySalem said :

I swap the discs all at the right time and everything, and I can get CogSwapLoader to show up, however I cannot get uLaunchELF to run, I have tried putting a cd ps2 game in, pressing O, then it says Use CogSwap, so I do, then it goes blank, I have done it with a dvd and a dvd ps2 game, same thing, goes blank, I have also used the CDGenPS2v3 and made a FMCB Installer.iso, again, goes blank.

As for the timing I go like so:
Turn on PS2...it comes up with the blocks and such, starts to load disc, as soon as I see the little laser dot on the disc go to the outside of the disc, I switch, I count...1, 2, 3. Then switch back (this is before the little laser dot goes back into near the centre of the disc!!) then it comes up with the memory card and says loading disc, when the game disc now shows up on screen, I go to it, click it, again like before, as soon as the little laser hits the outside areas of the disc, I switch...count, 1...2...3, switch! (again this has to be done before the little laser dot runs back to near the centre) Playstation 2 comes up on the screen like it normally would when a game is loading, then as soon as the little laser dot goes once again back to the outside area, I switch, then very, nearly instantly after that, it goes to the centre, dont worry about switch before it does it this time, wont happen, its too fast, but dont worry, as soon as it hits near the centre, switch back to the original and BAM CogSwapLoader will show up.

Sadly that is as far as I am able to go now
Once you are in cogswap insert your game with LBA highter than XXXX, hit X and when it say cogswap you change the discs, original game with burned ulaunchelf DVD (with sensors blocked) and hit X. Ulaunchelf should start Now install FMCB from your PenDrive
