i think that the clearest solution would be to copy the noobie package in the root of the usb flash drive/stick that you want to use (make sure that your usb stick is formated to FAT32).
note: if you do have a FAT PS2 then make sure that you have the dvd.elf in the inject folder (in the fmcb folder directory) or disregard this is you have a slim.
next, boot the renamed boot.elf (uLaunchELF) via swap magic and use uLE to boot the fmcb_1.8.elf in the noobie package.
if you have every file included (noobie package does) then the fmcb installer menu will display the writing of every file to the memory card and if each file is checkmarked then your installation became fully succesful.
follow the advice that dlanor mentioned to fix the error message of "missing LAUNCHELF.CNF" if it appears once again.
