Is your TV a PAL or NTSC one ?
Do you change videomode with SM ?
Try to get a RGB SCART cable for the PS2 that will do the trick without utilizing a VCR (sending the signal trough the VCR don't do any good to the video quality).
With that cable the screen should be perfectly centered for any PAL or NTSC game.
Believe me it's a great difference between SCART cable and the standard one that is delivered with the PS2. The standard cable gives an ugly picture compared to RGB SCART cable.
Because of that and for better picture (/colored picture for NTSC games) i only use RGB SCART for connecting my consoles (the only one that won't give RGB signal is my NES)
