Okay done.
Now when i try and boot a backup it just loops the loading of mcboot
did you get to FMCB Screen ?
yeah it boots the loader and i can load sms, ulef etc.
If i put this memory card in another ps2 will it load off the memory card?
with same region in different PS2 version you will need to use Multi-Version install
with a different region nope it wont work

That is not entirely clear.
"a pal ps2" only specifies the region of one console.
But here we are talking of the region of two consoles.
1: The console installing FMCB
2: The console for which the other one installs FMCB
Both those consoles must be of the same region for FMCB to work on the second console, and if they are not exactly the same console model then you need to use the "Multi Version Install". I suggest using that method in any case, as it does no harm (just a few KB on MC).
Here region is not just PAL/NTSC, as that only denotes the TV mode, whereas it is the MagicGate region which matters for FMCB. Several different such regions still use the same TV modes, so that is unimportant to the install.
The model and MG-region match can both be checked by inspecting the console product code stamped either on the back or on the bottom of the console cover. For example: my own european v15 PStwo has the product code "SCPH-77004" while my european v7 PS2 has the code "SCPH-39004".
Here the first three digits of the number specify the console model, while the final two digits specify the console region. If those two digits are identical between your two consoles, then you can definitely use the same 'multi-version' FMCB setup on both of them. Such an MC can be used with any console which matches those two digits, except for the latest units of the SCPH-900xx model with bios v2.30 (which kills FMCB compatibility).
