It should really be "Insular Western Europe console" and "Continental Western Europe console", which clearly explains the case of Ireland. And as for Poland, I can assure you that 03 consoles are not made for their country even if you can find a few of them there. (Just like you can find some US and Japanese consoles outside of their home regions.)
The PS2 region borders are not 100% consistent anyway, and I think that some countries on other continents also use Euro consoles (because of PAL TV system), though I'm not fully sure of that (nor which countries).
But the main point in all of this is simply to keep track of which consoles are mutually compatible to each other when it comes to FMCB installations. And for that I always rely on the following table, which defines compatibility by the DVDPLx files consoles can use, and thus also (partly) by the DVD region.
