You can use uLE for that.
You need to mount the VMC before.

The program uLaunchELF (aka: uLE) does have an ability to mount VMC files for access in parallel with physical MCs, so you can copy stuff between them. The R1 menu of the uLE FileBrowser has two special commands to be used for mounting a selected VMC file as either "vmc0:" or "vmc1:" (those devices are displayed in the root only when mounted). But be careful and always work with backups of those VMC files, since corruption can occur for some cases.
NB: Mounting of VMC files on host: with ps2client as HOST client on PC is NOT supported. The operation will be allowed because it partly works with RadHostClient used instead, but will always result in total destruction of the VMC file with ps2client.exe. So just avoid it !
Whatever VMC files you have mounted will be unmounted by uLE whenever you leave the FileBrowser, regardless of how that is done (simple exit to main menu, subprogram launch, elf launch or whatever). It is a good idea to exit FileBrowser when you are done with VMC work, even if you have other file management work to do, just to ensure that the VMC stuff is unmounted properly before you proceed with that other work.
Direct copying of gamesaves from MC to VMC (mounted on PS2 HDD or USB drive) or vice versa normally works fine, but be very careful if copying from non-MC media into a mounted VMC file, and never try to do that with more than one gamesave per 'Paste' or 'psuPaste' command, as that is very likely to cause corruption of the VMC.
NB: For psuPaste operations VMC is treated like MC, so it is possible to restore a PSU gamesave backup from non-MC media into a VMC, provided you are careful how you do it.
Another way of copying saves is of course available in most games that support user choice of MC slot. By configuring OPL to only use one slot for VMC for that game, choosing the second slot in the in-game menus will still access the PMC in 2nd physical slot, though choosing the first slot accesses the configured VMC. So this way you can first load a gamesave from either one of those and then save it to the other in-game. This is not quite the same as straight copying, but for many cases it will serve the same purpose.

thxs for the info i kinda thought you could mount VMC's in ulE i seen those two options in the R1 menu but i wasn't sure how that worked so i just left it alone didn't want to screw anything up
oh one more question would i be able to put game saves from another game to a VMC of another game the reason i'm trying to do this is cuz of the Ratchet & Clank games i have all of them and when you have a game saves from the 1st one you can get discounts for guns and ammo and stuff for the 2nd Ratchet and Clank and the 3rd one
When you use the uLE FileBrowser it doesn't care what the origins of a file or folder are. It will permit you to copy and paste anything to any storage medium it fits on.
So if you want to combine gamesaves from different games in the same VMC you are perfectly free to do so. Just remember what I said about being careful and work with backups, so you don't lose real game progress in case something is corrupted in a VMC.
And the method I described of using the games themselves to transfer saves will of course only work with gamesaves those games recognize.

Thxs dlanor you are the man ya i would try useing the in game MC transfer but for the games i want to do this with dosen't have the feature
