I am able to use SMB on my LAN. Before I do a bunch of trial and error, is it possible for someone outside of my network use OPL and connect to my computer?

Should be very possible ... using ssh and tunneling ... but it would require a pretty good upload bandwidth ...
Anyone interested in an OPL-Game-OnDemand/Streaming-Server?
There are legal pendants in the movie-scene to stream new movies, but I guess that doesn't apply here.
Wow this sounds cool. What if someone hosts a game on a private server with awesome upload speeds, or they happen to have awesome upload speeds at home. Then combine that with awesome download speeds at the location they are streaming their PS2 games from, and you have something very cool indeed xD
I know this was possible on PSP, but Wi-Fi B is awfully slow so it was never any good.

Like others have said, it is indeed possible, but not without considerable effort.
So there is very little chance of anyone being able to achieve an SMB connection to your game-serving computer, unless you have intentionally prepared your setup to allow it.
But that too may be possible, for those that use a completely unprotected wireless LAN, which will allow any passing stranger to connect... (Though having such a setup must be seen as an open invitation to mess up your stuff, so that is always to be avoided.)

Wouldn't opening only the smb port be safe enough ?
The SMB port is what gives access to all files shared using normal Windows file sharing, so the safety of opening that port depends entirely on having sensible permissions set for all existing fileshares.
Fileshares which on my computers include all content of all drives...
I even share the DVD drives of two of my computers, so I can use my SMB-networked media player to choose between DVD movies in those drives.
