Good advice, but I'm not trying to preserve any old settings, if there are any old settings, I can discard them. I just want to be able to change and create new settings properly.

You mean when you change the settings for one game,those same settings are set to every game?
Do you have file named conf_compatibility.cfg in the OPL folder in the card where OPL is?
The OPL folder, interestingly enough, only existed on card1 and OPL is installed on card2. Anyway, I deleted the OPL folder off card1, then ran OPL and reentered my settings, including the game settings and it all seems to be working now. Each game is loading it's own settings. Maybe some weirdness was going on with old/corrupt data in the config file.

Okay, I'm stuck. I have no idea how to convince OPL 9 to load the config file off the HDD partition. It keeps making an OPL config folder on my memory cards.
I can't run OPL without McBoot or uLaunchELF, so taking the memory cards out is a big 'NO'.
Edit: Fixed my problem via Brute Force:
1. Ran uLaunchELF
2. Took the Memory Cards out
3. Ran OPL9 (adjusted settings and saved, forcing it to save to the partition I made)
4. For good measure, saved one of my ISOs to a certain mode to test.
It worked! Good thing uLe doesn't crash if you take the Memory Cards out.

That's normal,OPL save the settings to the first device he find(I think this was the order of searching for devices...mc0,mc1,usb,hdd(I dion't know about eth)),so if you have memory cards inserted,OPL will save there.
This features was maded for those with modchips that have Dev2 boot mode(allows you to boot an app directly from the hdd so they can run OPL without the need for memory card)
No it's not...even if you save the settings on the hdd,OPL will still create the OPL folder on the memory card if it's inserted when starting OPL
Why would he crash...once you run the program,the program get decompressed and copied to the PS2 memory ,you don't need any device plugged in once you start a program for it to work(even if you start the program from a device you unplug after that)
Is that really all I have to do, to make it works?
Coz I stuck with creating vmc's and saving options for games in case of OPL 0.9.
I have USB flash drive with OPL, plugged straight in to console and another flash drive with games shared from router's USB port (router is TP-Link TL-WR842ND). On router I set special user with rigts to read and write to this shared flash drive. After first start of OPL and configuring, it creates on router's shared flash drive two folders: cfg and vmc, but look like cannot write anything to them - I'm getting errors during creation of VMC and custom options for games are also not saved. Both folders are allowed to write.
What could be the problem here?
