i used SMB perfectly with these settings
PC
192.168.0. 2
255.255.0
192.168.0.100
ps2
192.168.0.10
255.255.0
gateway 192.168.0.1
and had the network detection set to AUTO so when opl started it loads on the bottom left then the games appeared and loaded with no problems , however for some reason OPL has been freezing on that first loading even if i disconnect the network cable , so i entered the mc0 from ulaunchelf and deleted the opl settings and it started opl again and made new settings with auto detection off and opl can now start with no freeze BUT when i press start device the loading logo spins and the pc side doesnt blink and no games are detected , i know for sure my network adapter and cable work so whats the deal here ?

Sounds like delay of router problem
But gateways are mismatched if using crossover cable
You need to check your router maybe something has changed IP

If using crossover cable but if router you need to know ip of router and assigned gateway

i am using a cross over cable , i tried those settings and the games still wont appear and the adapter's lights are still not responding its like its not connected

broken crossover cable or adapter broken or maybe somehow your drivers messed up on pc side

no i'm sure that everything you've mentioned work cause i use the same stuff for internet, the cable the network card (port) all work 
you know i have changed absolutely nothing on both sides and when the auto search is set to auto it freezes setting it off seems to solve the freeze but doesnt solve the no gaes issue

Well something could have broken on PS2 network or pins bent or 100 of things but something had to happen even someone disabling server on PC can make list not show so
Like game boost shuts off server when activated and other programs happened to me once too
