you need to use uLaunchELF to put the +OPL Partition on your HDD
myPS2 is a dead project and has been so for a very long time now. Any problems it has are therefore most likely going to stay unchanged forever, so you really should consider dropping its use in favor of something else, which still has some degree of support.
He most definitely did not mean any application named "ulaunch", since none such exist!@amp

What he did mean is the program "uLaunchELF", whose official abbreviation is "uLE".
I fail to see why so many people prefer an incorrect abbreviation that is more than twice the length of the official one...
uLE contains a number of embedded applications which you can access through the uLE FileBrowser in the pseudo folder "MISC/" visible in the root directory list beneath the physical device entries "mc0:", "mc1:", and the rest.if so how!?
In that "MISC/" folder all the internal subprograms of uLE are listed, including some you have probably already seen, such as the one named "Configure" which is normally linked to the 'Select' button in the normal main menu of uLE, just like the "FileBrowser" subprogram is normally linked to the 'Circle' button or some other gamepad button in the uLE GUI.
One of these subprograms is named "HddManager", and allows you to inspect and manipulate partitions of your HDD. One of the commands available in its R1 menu is named "Create" and will allow you to create a new 'User'-type partition (those with "+" prefix), such as needed for OPL. And the name you enter for it should be just "OPL" as the "+" prefix will be added automatically. And whatever you do, stay away from the "Format" command. Partitions created on the PS2 do not need any extra formatting, so that "Format" command always refers to the entire HDD, and I'm fairly sure you don't want to reformat that (losing all installed games and any other files on it too).
All the commands seen in the "MISC/" pseudofolder can also be linked to uLE GUI buttons, just like "FileBrowser" and "Configure" normally are linked. That is then done through the "Configure" subprogram's menu, as always when modifying a setup for uLE.
