That's true as far as I know,... On PC it is a bit different, but I'm not sure if another part of a sector (beside the [user-]data-block) is accessible on DVDs at all.

Sorry, but this isn't true...
And DVD discs don't have those areas anyway (The sectors of DVDs are exactly 2048 bytes in size).
Every optical media has error-correction-stuff (plainly necessary, else a super-thin scratch from the inner to the outer side of the disc could make the disc unreadable) and the [user-]data-block is, what determines the 'size' in the FS.
On DVDs it seems, there are simply no other data-block-sizes than 2048Byte per sector allowed/standartized...
