Your question does not make any sense as you have stated it.
The only possible answer is simply "Yes", since it is definitely possible to make a VMC file 'more' than 1 MB as the default size is 8MB, which is already 'more' than 1 MB. And your phrasing only requests a single answer to the two implied queries.
Your question calls for a "Yes" reply for all cases, except the weird one assuming all VMC files having to be fixed at exactly 1 MB, which is obviously not true.
Asking for "more or less than 1 MB" is what makes no sense here.
What I suspect you intended with that question, is to ask if a VMC can me made as small as 1MB or even smaller. But I honestly don't think that this would be a good thing to do.
If you are so worried about wasting space for VMC, then simply do as we've always done with real MCs, and use the same VMC file for more than one game.
I really don't recommend going below 8MB, since that has always been the Sony standard, and some device drivers (of the games I mean) may simply malfunction for smaller sizes. So my recommendation has NOTHING to do with what OPL will support or not. It is derived only from the fact that all games in existence were designed for a standard MC size of 8 MB.
Btw: I also know from experience that some games can have problems with MC or VMC sizes above 16 MB. But fortunately most games don't 'care' about the MC or VMC sizes.
