What are you trying to do exactly?

Well I assume you have a chipped PS2, so I would burn a ULaunchELF CD and just boot that to load elf files from the USB slot. Follow this replacing Freemcboot.elf with ULaunchELF. Hope this helps.

If you can get Free McBoot on your memory card that would be the easiest method of loading open ps2 loader. Other than that you can making an OPL cd.

If i install ISO freemcboot on cd...can i use it without install it on memorycard ?
No. It's not like a Linux Live environment - FMBC must be installed and booted from a PMC (physical memory card) in order to be used ...

if i install it on memory card can i uninstall freemcboot after i finish my work
    Yes.

or if i install it on memory card is permanent install and can't be removed....???
FMCB will be bound to that MC via a GUID hash so that it can be launched in any PS2 you stick that MC in for the sake of portability. But you couldn't get away with just copy+pasting FMCB's files from an exploited MC to another non-exploited MC and thinking you'll have two exploited cards. That won't work since it's the FMCB installer that randomly generates the unique GUID hash from MC to MC (it won't be the same every time). Removing FMCB can be achieved by either re-launching the installer and choosing the "Uninstall" option, or performing a full wipe/format of the MC ...
