The tools are out there and what you're asking is very easy to do it yourself if you search and read. Besides if you can't do a simple thing like decrypt those files what makes you think you'll know what to do with them once they're decrypted?
same as the other, i think the self is just the eboot for multiplayer (like MW2 that has 2 eboots)
the only way i think this kind of files could be decrypted (or any 3.6x eboot) is hook appldr like the self/sprx decrypter from team delight meant to do (i could never decrypt even a 2.0 eboot with it but that is the idea), and rewrite to make it work in an updated debug system.
