That's because that would be like forcing an old 33 rpm record to play on your cd player, or trying to load psx cd-r's off the ps2 swap disc.... An image file is UNCHANGEABLE, it's either mode 1 or mode 2, and trying to burn one as the other wont ever affect the final cd, aside from it'll work or it won't.
Generally, all PlayStation (2) cd's are mode2, as will be the iso or bin cd image file made by either CD-DVD Generator or the CDGenPS2, unless you use the former with Citizen X's "ps2imagefix".. and as the name implies, that will deliberately rectify the image to iso9660 mode1 standards of error protection allocation, something I do a lot since win xp HATES mode 2 file formatting, especially for video files, at least if I want any hope of ever extracting the same video I made and put on, back off the cd, for some reason.
