The 103 will need a firmware patch before you stick that 4x media in there, and even then it may still only burn at 1X because it may not recognize the manufacturer code on those blanks--unless you get one of the hacked 2X for all firmwares. Without this firmware fix, you will burn out the drive mechanics pretty quick with 4X media. For ease of mind and assurance with your brand of media, you might be better off getting a 105 or 106 drive since you are using off-branded 4X DVD-R.
As bighap was saying, it's really not a good deal on the 103--I paid $149 USD for my A04 almost 2 yrs ago, and the 103 was going for about $125USD back then. You can get a newer 05/06 for $130 USD NOW (including shipping to continental US). I would really shop around for one of these near you. I've seen a few 04 drives sell on ebay for about $90 USD, and the last 03 drive I saw went for $75. 03's are hard to find since retail production has stopped on them, so even the "new" ones are likely OEM's or refurbished. It would be well worth a little more investment for a newer (warrantied) 05/06. If BestBuy's website is selling the retailed box 06 (all software included) for $149USD after rebate and free US shipping, you should be able to find a comparable price (if not better) online to Canada. Check the listings at pricewatch.com (use the brands link after clicking on DVD Recorders to pull up Pioneers and you will get a bunch of 106's). The shipping costs listed are for US, but many can arrange Canadian shipping also.
If it ain't broke don't try to fix it! But, hell if you can tweak that bastard just a little bit more....hehehe.
