LBA problems

I don't understand the LBA can some one tell me what order they should be in! I have TENCHU which is the folder with all the DATA, and the system file, then the executable file! I am using ULTRAISO and when I put them on the TENCHU folder always goes to a default of 23 but thats not how it is on the original disc! I have tried making a disc copy and not doing anything and it does not work! I looked at the disc and it was all out of order (the LBA's)! So I just saved the disc to a backup to work on later! I later moved and lost the original disc yet found the scrambled backup version I made... The LBA's are as follows:

so does anyone know the original order...or does anyone know if I can just make up an order and if so how? I will also include the treefile from ISObuster! What program should I use to make backup PSone games? thanks,
