I am no expert, but the bitrate will be severely affected by the conversion from PAL to NTSC. This is the same with DVD's when people try to copy them.
As for other comments re "this always happens with SingStar", I personally have never had an issue. I have backed up almost all SingStar versions and have never had an issue.
My technique. Make ISO from disc using ImgBurn. Patch ISO with FMCB patcher. Then burn to disc using ImgBurn.
Simple 3 step process. I am using PAL discs and a PAL system, so I expected no problem. As for the PAL to NTSC or vice versa, I would have thought you would always have problems.
Um.... no when you make an ISO of a game disk the files are not alterered. Generally its not even paying any attention to the filesystem used, even if the program did do DVD video alterations of this nature it would not know how to handle ps2 singstar aduio files.
I'm sorry if I'm being a dick but if there is such a program that can do that I would like to have it.
I don't know of the specific program used, but I do know that one of the newer PAL games was rebuilt so it had the different songs, from an earlier game in it. He said he did it so the older songs could be on the updated game engine that has some feature that wasn't on the older version.
I unfortunately can't find who made this customized PAL singstar. I was reported by many that it works though.
The original Singstar PAL songs were put into the PAL Singstar Summer Party game.
Please understand that while putting the songs from the PAL games into the NTSC engine may be possible it probably won't fix the syncing issues, because AFIK the video and audio are separate.
The PAL videos are encoded to work correctly at 50hz. In order for them to sync up in the NTSC games they would likely have to be re-encoded and converted to the protected proprietary format that the game uses.
It looks like a tool to extract and repack files from that format has already been made. See link below.

I'm guessing the link below is a tutorial for how to move songs from one version of SStar to another, it is in Spanish though so I'm 100% sure.

I have not tested this program, but may if I get around to it.

I am not sure that will work for the folling reasons but Ill give it a look and see if it can be used for aything. Edit: saw that tool can't get it to work.
I don't think that requires any real rebuliding all the singstars are compatable with each outher so you can remove the disk put in an old version and sing the songs useing the newer engine.

Since this game series is compatible with ESR, as well as the disc swapping function, perhaps you could try the following to see what happens.
Start a ESR patched NTSC version back-up, then swap in a ESR patched PAL version game and see what the results are. I'm guessing even if the game engine is not region locked the videos will still be out of sync, but it's worth a try.
I would try it myself, but my TVs all accept PAL signals just fine. I may bother the neighbor in the next couple days thought![]()
