in cd-r the best burner in my opinion would have to be plextor...
but the best value would have to be liteon.
for dvdr drives i'd say the best would be the pioneer..
burning a dvd takes about a 1/2 hour at 2x...
as for the price i'm not too sure how much they usually go for in your area... in Oz, the pioneer A05 is about $550.

Mimimag, the best burners out there are the Piooner brand medias, or you can try the new Sony DRU-500U DVDR which supports DVD+R and DVD-R media, plus if you plan to burn cds, the Sony drive is way better, plus it can burn DVD-R at 4x
The time it takes to burn a full dvd (4.3gig + TOC = 4.7gigs) is around 27-30mins @ 2x (Piooner drives) and with the new sony drive you can burn up to 4x (it would take about 15 minutes)
And the average price for the sony is like 300-350 bux (if im wrong someone please correct me) but you could find better deals on pioneer drives now since they have been more time on the market.
You just have to consider that most media currently on the market just supports 2x burning (DVD-R)
