Blue discs are just CD-ROMS & should be able to be copied as they are, unless there's some form of copyright protection. In which case I'd suggest using Clone CD to make a straight copy, with the settings changed to "Copyrighted Game Disc".
The other option you have is to use ISOBuster to extract all the files to your Hard-drive, then add them to a CD Generating software, save it as a Bin & cue file, then burn it. Or just make an image file of the disc as is, then burn it.
Make sure you are using 80 Min discs, as most games are around the 79 Min mark even when on CD.
The only other reason I can think of that you may have problems with is the type of Mod you are using. If you have no-solder Mod, or no Modchip at all & the game is over 74 Min TOC, then they won't work unless you apply a Nomod patch to bring them under 74Mins, as using the Swap Magic/Gameshark swap method only works for games under 74 Mins.
What type of Mod have you got?
