well here is a lot of dvds that has GTA :SA and others with custom music and other modification like cars and etc ..so you might find it on your place ..but you can google it for making your own by using tools just search it on google ..or wait for someone who knows the tools that used ..
The problem with modding GTASA yourself is that most people who mod GTASA do it for the PC, not the PS2. Since the PS2 has limited memory capacity, the models used in the game are very low-res. This doesn't mean GTASA cannot be modded for the PS2, the tools made for the PC version will mod the PS2 version.
The problem is that most GTASA mod sites like gtagarage, thegtaplace, gtagaming and gtaforums is that they specialize in modding GTASA for the PC. So all the models for cars you'll find there will be high-resolution and will most likely cause lags in gaming because the PS2 will be trying to render a single modded car and lose a lot of the bg. Unless you find low-res models specifically made for the PS2 version... which nobody on those sites will really bother with since they're so "hardcore PC gamers that don't bother with the PS2" (personal opinion, not an actual quote)
The best solution would be as Amp suggested, google GTASA PTMG mod. It's got the tools to switch up the music to that of the developers. It will unlock the whole map, give you a cheat menu that allows you to spawn any vehicle, weapon and radio station you want. It's drawback is that, again, they didn't add new cars to it. They simply unlocked everything for you and gave you the ability to play as any character available in the game (with CJ's voice, of course)
