DVD Movie Creating

Anyone know the best program to use for making like VCD, SVCD, mpg files into a dvd format and creating menus, chapters etc to be created to an image so it can be burnt onto a dvd and played in a dvd player (ps2 or home)...liek SpruceUp, Ulead DVD Workshop, DVDIt, WINDVD Creator or whatever???

i've used dvdit before.. it's pretty cool and fairly simple to use... it's the only one i've ever used though.. haven't really made movies.. cause the pc i'm running the dvdr off is only a cel-500.. with 64mb ram.. it's my copy station.. and that's all it is...
