Im talkin' a wild guess here, but it look like a sync problem.
Pal tvs usually goes at 50mHz (25 pics a sec) and Ntsc tvs at 60mHz (30 pics a sec). This makes Pal games slower than Ntsc
Usually it doesnt really matter when u patch a game if its a little slower, but in dance games the screen and music has to be in sync. In other games u dont notice that the car/enemy/donkey/mutant blows up a sixth of a sec slower than ntsc.
I do remember there was a outcry when Tekken3(ps1) was released in the uk-region, because it was WAY slower than the ntsc (Jap) game (that why everbody imported the game instead)
Square was gettin' complaints too, about the FF7 bosses (Ruby, Sappire)where unbeatable because u didnt have enough time (U could pull off more combos in 30 Ntsc mins than 30 Pal mins).
Some Pal tvs and some Pal games (ps1,2,dc,xbox) support 60mHz so if the game has a 60mHz option try it, it might work
