If your loading a cue file, it will automatically set the proper format for you.
In your Primo/RecordNow products, you set this option for Data CD's from the "Edit" drop down menu while in the Full Application view. Select "Recording Options" from the drop down list and look in the CD section to set the Type, Mode, and File System. It Defaults to TOA (not Closed), Mode 1, Microsoft Joliet.
If you are creating from an image, you need to select the image's cue file when you burn it--not the image itself. This file is very small--usually only 1KB--and sets up the Mode, PreGap, etc. settings for the burning software. .bin files will have a .cue file to load, CloneCD uses a .ccd format, Primo/RNM still labels it as .gi.
