G'Day peeps

Would anyone know if Ace Combat 04: Distant Thunder & Ace Combat 04: Shattered Skies are the same games?? The intro looks the same, and so does the start of the game. I'm assuming one is the PAL version and the other the US NTSC version.

Can anyone confirm this?
