Short answer, ftp. The ps3 has a gigabit network adapter that's 1000mb/s. Usb 2.0 has a max speed of 480mb/s. (Both are theoretical speeds)
Connect the ps3 with a cat6 cable to a gigabit network with a cat6 cable to a gigabit network adapter on a pc (or directly to the pc, and manually assign ip addresses), and it'll be faster. I may have my notation wrong there, but meh.
    1000/8 = 125 Megabytes/s
    480/8= 60 Megabytes/s.

For you, some basic math answers that question. (Assuming your numbers are correct)
    23*1024/(25*60)=15.7 Megabytes/s
    17*1024/(15*60)=19.34 Megabytes/s
    Therefore, ftp is faster.

Yes, A 3.55 "jb" (cfw) is available, no >3.55 "jb" or cfw yet.
Yes, A 3.55 downgrade is available. But not to lower than stock firmware! (What it came with)
No >3.55 downgrade is out there yet.

Well when I use FTP going through PC>Router>PS3 I get 5MBps
When I use FTP going PC>PS3 I get about 9MBps
    When I use my USB750GB2.5"HDD>PS3 I get about 15MBs

So I would use the USB, but, the time has to be doubled if you are transfering the files from your PC to your USB then to your PS3 whereas FTP is direct.

It depends on what you are transfering too, say you had 5GB to send that are 20 seporate files. It would be quicker than sending 5GB that are 1000 seporate files.

If you have Ethernet, especially Gigabit, FTP is going to be way faster than USB.
