To expand Warning's 'No' on #2, there are method for downgrading from 3.7, but it involves a hardware mod (soldering).
If you really want a custom firmware on your ps3 I suggest ebay or craigslist. Just make sure you ask the seller what firmware version is. Tell them it can be found under Settings->System Settings->System Information, then the first line after "System Software". I got a backward compatible PS3 at fw 3.2 for $200 buck shipped from ebay doing this.

You don't need any dongles to be able to run homebrew. Lv2 patcher is obsolete now since most backup manager (like Multiman) already have it implemented. You can't run homebrew on 3.70, but you will be able to go online (PSN. If you're in 3.55 or below you'll be able to install a 3.55 CFW and be able to run homebrew. The updates so far from 3.56 to 3.70 mainly patch the ability to run homebrew as we know how right now and adds useless PSN Plus features (that's the paying PSN service which gives you additional services to normal PSN) and the updates just include stuff like cloud saving, trophies syncing and other crap. If you want to know exactly what do the updates contain search changelogs.
Now that you mentioned LA Noire, you should know that in CFW 3.55 you won't be able to play most games that require an upgrade to 3.60, since you're obviously are at 3.55 and there are no ways to get around it since we still don't have a method how. However, even though some games originally require 3.60 to play, some like LA Noire are playable on 3.55 because some developers failed on doing it correctly (basically 3.60 changed the keys that allowed us to do most stuff, and we yet don't have access to them, but updates to the game were done with the 3.55 keys so therefore with an appropriate patch you can play it).
And by the way, that site is fake.
