I have read on this forum and the other popular places online that the PS-Downgrade only works if an older firmware was installed on the system at some point in the past.
Meaning if you buy a brand new PS3 with 3.42 already installed it wont work since it never had an older firmware.
Is this true?
As of now it is only a rumor as far as I know, there has not been any proof as I know. I'm not even sure if anyone has even tryed the downgrade process, oh wait maybe one but I believe that was done on an older system so they never went below original FW version
so what is the big fuss here i mean upgrade to v3.50 and then downgrade lolz or am i wrong???

It is total bullshit, you can upgrade and downgrade as much as you want to any version, there is a lower limit but it not the one set by the factory firmware, not yet anyway.
He's saying if it comes from the factory with 3.42FW (non-jailbreakable) or 3.50FW (non-jailbreakable) the rumor says that FW cannot go any lower than what it comes from the factory with, which would make this said system totally non-jailbreakable (no homebrew, no backups, etc..)

This is bullshit - PSJB does the same, as Sony does in their repair facilities.
So why on earth should the limit the firmware in such a stupid way ? They would took their own ability to downgrade if they do a real ****up.
