Will someone please explain what is Q&A your PS3 does?

QA = Quality Assurance ... not Q&A= Questions & Answers

But the thread title still works

It opens up developer options on the PS3, which can help improve aspects of the PS3, such as downgrading or swapping firmwares. I am sure there is more to it, but that is the basics.
