There is supposed to be a new dongle by e3 coming soon that will allow downgrading without any soldering. What is your PS3 model number?

Teensy++, ProgSkeet or E3 Flasher (No soldering for SLIM PS3 consoles, but required for phat. (coming soon)) only.

Nope. Maybe upgrade to 3.70 and try that hardware hack (havent done it so I have no advice on it).
what happens if you restore to factory
Factory Restore does not revert to original firmware, Sony isn't that stupid.
Also, if you QA flagged your PS3 before updating, you might be able to downgrade it via recovery but I can't say for sure.
what firmware if you get a new ps3
That all depends, but if you're hoping for 3.55 or below from a retail chain, good luck. Buying online from someone that specifically says the FW is your best bet.
