No you can not make PS2 USB loader into a PS3 pakage

You cannot but there might be ways around this in the future. We somehow have to load the PS2 EE and then load an elf (This prevents a problem with the XMB). Can a pkg do this? I have no clue. Currently only the use of SwapMagic will rectify this but SwapMagic's USB handling among other things are too old and most devices can't be detected. What we might need is an advanced "SwapMagic" that can somehow be changed into a pkg (No idea if that's even possible) and run the elf.
I think it's more likely though that the solution is in the self file the PS3 uses for PS2 emulation.
Keep in mind that in any case, BC is required and thus development is non-existent due to the number of developers that have a BC PS3 as well as the fact that they might not be concerned with it at this time.
