The only way I know is on 3.41 Rebug. There's an option under the Debug Menu that let's you change the region. On 3.55, I don't know how to do it. It might be in the xregistry.sys in /dev_flash2/etc/

Thanks, I changed the tvsystem value in the xregistry.sys and now the xmb is displayed in NTSC not PAL (this is via SCART RGB). Doesn't allow out of region PS1 games but no matter.
Here's an interesting thing. The XMB is now NTSC but when I load Sonic's Genesis collection on this PAL machine (an NTSC game) it switches to PAL. I loaded the same game on my NTSC launch unit and it displays NTSC, as it should. So something is still reporting to the game that it should display in PAL. And it plays horribly, very choppy. I wonder how many other games would make this video signal switch in low res.
Anyway, not really a big deal. I just thought it was curious.

This is something I'm interested in, mainly to get this PAL machine out of 576i PAL 60hz temporal mode and into 480p full 60hz. From what I know PAL machines don't have the software option to use 480p (worst console decision I've ever heard since the removal of RGB in the N64), however the machine is capable of doing it if forced to do so. I know this because when running emulators you can change the resolution to 480p and you get rid of the horrible ghosting issues you get when running games in 576i. Could I change the region of the console to do this? Not having 480p REALLY p****s me off!
One thing I don't understand is how when firmware updates are multi region, these options still are unavailable... :/

Glad to help
But the NTSC game is choppy on the PAL machine or is the NTSC game choppy on the NTSC system?

They're considered multi-region because you can use that same update file on ANY PS3 and it'll install perfectly. The PS3 then changes the settings to your region, on xregistry.sys.
Speaking of xregistry.sys, you might be able to make the PS3 display in 480p under PAL

What I mean is, the NTSC game on the PAL machine. On the NTSC machine it runs full speed, and on the PAL machine using HDMI it runs at full speed. But through SCART on the PAL machine to an old CRT (which handles both PAL and NTSC just fine), the game switches to a PAL signal and seems to skip the video very regularly, as if it's artificially slowing itself down for PAL50. It's strange.

Are you trying to play in an SD resolution by any chance? 576i? PAL PS3's don't run in full 60hz when using standard definition, something I'm trying to change. NTSC games on my PAL PS3 suffer from weird ghosting effects because they're being run in a 50hz setting which tries to emulate 60hz. That's why games become choppy or blurry.
Would it ever be possible for a BL to force resolution on launch of the game? Or will we always have to use the XMB to launch it? It is possible by means of hardware because emulators can do it. I guess I should just buy an HDTV but I can't afford one.

Yes to SD 576i, although I managed to change the xmb to 480i via xregistry.sys editing as per first 3 posts. I noticed ghosting on the NTSC games but I figured it was because I'm using a 10 metre SCART extension cable.

I'm figuring the cable is the problem
