Nobody knows...
So far as I know, the only people who have been banned from PSN so far were those using stolen credit card details to buy content. Some have been banned from Black Ops for cheating there (but only that game).
What Sony will do in the future is at this stage an unknown.
I'm sure if Sony wanted to do something about CFW users, they would have done so by now. They seem to be going all the way with getting these sites closed, but to no avail. It seems they are desperate through their actions right now.
Define "okay". If by "okay" you mean will your PS3 brick or stop working or somehow become damaged?" If that's the case, the answer is yes. Its completely "safe" if that's your definition.
If by "okay" you mean Sony will not be able to detect your CFW and at some point in the future ban your system from accessing PSN - the answer is no. While, as mentioned previously, no one has been banned from PSN (for CFW or unsigned packages), all signs point to Sony being able to detect what you are doing (provided your system has a working internet connection). Your system (this is known, not speculation) keeps tabs of what games are being played (as well as crash logs), and uploads data back to Sony's PSN servers. When you are seen playing either PSN games you didn't buy / aren't authenticated to your account - or 'games' (homebrew apps and homebrew games) with unique ids not in their system.... need I say more?
If you go on PSN with CFW and homebrew, you are taking a risk. Its not a "omfg sony will remote brick my system" risk, but it is a risk that your ability to use their servers will be revoked. You make a decision when you access PSN, and its only fair you know the possible outcomes.
No one can tell you if or when a PSN mass ban will occur, but don't give credence to anyone who says "it can't" or "it will never" happen. Simple as that~
