Just manually set your ps3's DNS to 1.1.1.1. That will keep you off the internet and maintain local connectivity for use with ftp.

Using PSN and using your local network to FTP into your ps3 to transfer files are 2 different things.
Sony banning or threaten to ban you has no effect on your ability to FTP. You need to check your home network settings because that's where your problem lies. Google is your friend in troubleshooting network issues.
