How best to procede
Hello i recently went from cfw 3.55 to Rogero cex421. I simply did it by placing rogero in the appropriate location of the flash drive and installed it from the xmb sys update. It looked like it installed fine when the system boots up it says rogero, but none of my psn games or apps that were already installed would boot. They would all give the 80010017 error. I uninstalled the multiman that was on there as it wouldn't work either and installed a new one, but it does not work either. I'm curious how to procede. Can i downgrade to ofw3.55 and then install rogero, is that even possible? If you need any more information please let me know. Thank you.

Any thing you are installing with a pkg you need to resign for 4.21 it gets pretty simple after a while. I would just use the automatic script signer if you are not to savy with 4.xx cfw resigning yet. the name of the program I would use is "CFW 4.xx .pkg Resigner Script v0.3.5"
it is very simple to use. once you feel like experimenting all you need to do is get a program like Darkebbotfixer or TrueAncestor Eboot Resigner. all you have to do is un pack the pkg file and run the eboot.bin file with one of those programs OR you can install the program ftp into your system find the NPU or NPB folder and then d/l the EBOOT.bin file to your computer and run it with either program that way and then once you mod the eboot just replace the one you downloaded from your ps3. You won't have to worry about unpacking pkgs that way and there is less files clutter. Both programs are easy enough to learn if you put a little time and reading into it, not even that much time, like 10 minutes maybe.
Hope you get everything working. I ran into the same issue and muddled through it myself, so I am sure you will be fine with people in the forums helping you out.
Edit: Didn't see that last post. Yes, you can go back to 3.55 with the 999 Downgrader or 999 Downgrade program (it's name is something like that). I believe you can find it on the rebug sight and the psx-scene files.
Imo, I think being on 4.21/4.30 far out weighs 3.55 (if you have a Cobra dongle I would stay on 3.55 though) . Almost every program has a 4.xx counter part and you don't have to wait for a fix to come out for each game. the only thing you have to do is do a quick resign if something is not working or do a quick Google search and there is usually a fix floating around out there. I have only run into that issue a couple times, once was with the new lord of the rings game and the other was with a psn game that the re-signer crashed on. Anyway, enough rambling from me... have fun.

Here's a paragraph I wrote on another thread about resigning 3.55. The above poster did a nice job explaining it as well. But since I'd already written this I thought I'd post it here too, in case it helps you in a small way. BTW, it's "proceed" not "procede".
For those interested, I thought I'd share a method that is really fast to resign the 3.55 homebrew and PSN. Fire up Multiman to get the FTP server going. Then on the PC, FTP into the PS3 (I use Filezilla -- works perfectly and super fast and free). Then go to HDD0 and GAME. Scroll down past all the BLUS type stuff to folders like /dev_hdd0/game/HTSD00001 . This is showtime disc access for instance. There will be the normal SFO file (which you can right-click and view to see which app you are on) and then go into USRDIR. Drag the EBOOT.BIN over into the "True Ancestor" folder, and then run it ("resigner.exe"). Select option number 3, "Resign to NPDRM EBOOT". It will find the Content ID automatically. Hit ENTER. It will resign the EBOOT. Rename the original EBOOT.BIN on the PS3 to something like EBOOT_orig.BIN. Drag the new EBOOT.BIN over to the PS3 now and you are done. Then move to the next app.
