You have to click on Active in FTP tree, not in PASSIVE MODE tree and it will work

Passive mode doesn't change a thing for me.
I still thinking it's some connection issues between ur PS3 => PC
i'm using DLINK router instead of direct connection between them and it's working just fine.
It could be a firewall issue.. try disabling it temporarily.
Also try disabling autotuning :
netsh interface tcp set global autotuninglevel=disabled
and to reenable:
netsh interface tcp set global autotuninglevel=normal
Also maybe try adjusting the flow control on your network card adaptor. In device manager.
