File manager help please

Is there a file manager that will allow me to delete the CA24.cer from the dev_flash folder? I have Windows 7 and when I put the CA24.cer file in the dev_flash folder, it added the .crt to the end of the file and it's screwing everything up for me when I try to connect to PSN using PS3DNS. I tried BlackBox, Multiman, and Awesome File Manager in advanced mode, and none of them will let me delete the file so I can replace it with the proper file.

First of all, you're supposed to replace the CA24.cer in rwflash not flash.

I don't have the rwflash folder. I initially had it, but when I put the CA24.cer file in there, the rwflash folder disappeared.
