ok so my guess as to why its not working is b/c F***PSN connects to the US server and not the Japan one because downloads from the US store work but not the Jap one
anyone download any japanese psn games lately to confirm?

I have the same issue with my already D/L'ed DLC. I called $ony about the issue and they told me somehow my system has become deactivated and I have to wait roughly 8 days and the PS3 will unlock itself out of protection mode. They said it has to be exact 7 business days. If you try to perform the operation before that 8 day mark it will start the protection mode again. I'm also running CFW Kmeaw 3.55 with charles and ps3dns.

Hey Guys,
I had the same problem where I could not download DLC I had purchased and I just deleted my user account, made a new one (same user name) and recovered it via PSN when you sign up for an account. I could not find much help on the net so hopefully this helps you.
I posted this on the NGU forums:
Ok for those looking for a solution this is what I did and it was very easy and was just done by recovering your PSN account through the PS3.
I am on Kmeaw 3.55 if that helps.
What you will need:
CFW:
Have F**PSN or another method to connect.
OFW:
Nothing
This is ALL done via the PS3, however with backing up save games theoretically should be able to copy and restore these with filezilla or similar.
Step 1: Backup your save data with an external drive (note, some may have copy protection and cant be copied).
Step 2: Delete the PSN account that has the error
Step 3: Create a new user
Step 4: Go to Sign up for PSN account
Step 5: Restore existing PSN account
Step 6: Follow the standard prompts
Done.
Now I can download all of my purchased content again.
Note: I did deactivate my PS3 through the account management section on the XMB first but you may not need to.
There are other tutorials that tell you to format your HDD or quick format, its not needed. Well not for me anyway and it took only 5 minutes.

I did that to fix mine too. I found the cause of it.
If you make a user on OFW then install CFW, you get that error every time you try to download anything from the PS store.
But if you install CFW THEN make the user, it'll would be uninfected.
Its just some common sense seeing that my newer accounts work and older ones don't

I tried this hoping to get MK2 to work again on CFW but still to no avail, thanks anyhow not sure why this game refuses to work on CFW. I bought it years ago when the PS3 launched then my console YLOD and I got my slim. Every thing worked fine even in JB mode till I went to CFW then the game froze at a certain spot, so I re-downloaded it and it didn't work. So I even tried buying it again as I had money left in my account and with my PSN Plus account it was only $2 but it still doesn't work. Will boot right up on my OFW PS3 though.
This is the only DLC I have had trouble with and I am on the same gamer tag since launch day. I seriously have over 250 purchases from PSN but MK2 is the only thing that refuses to work on CFW. I could care less about online gaming I am just glad I was able to get all my old DLC on my CFW PS3 before it gets closed forever. Not sure if they are going to be able to stop f*ckpsn but it is nice right now!!

I used cdkane's instructions, and finally I got my PSN downloads working again. Been a nightmare restoring protected saves, but after overwriting the savedata folder, a "fix filesystem" and "rebuild database" in recovery mode and a lot of waiting, even my Heavy Rain saves work once more. I'm so happy now. Thanks!
