i can confirm that you CAN downgrade w/o the need to format the hdd. just swap your internal hdd with all your data with another one and THEN do the downgrade. after downgrade just plug in your internal with all the data and use recovery menu to update firmware. after the update all your data is still alive. hurray...
i did it with firmware 3.55 to 3.41 successfully just about 15mins ago. i changed the 3.55 hdd with another one and then started service mode with a jig. i didn't even install fw 3.55 on the other hdd. i just started service mode and used the special pup and self for 3.55. after successful downgrade i did another downgrade with the modified pup from psjb-team. after that i plugged in my big hdd with my account data and all and started the 3.41 silent second release fw update through recovery menu. after successful update i saw that all my data and my account, trophies etc were still alive. and now i'm back from waninkoko v2 to hermes 3.41.

What's your PS3 model?
This is good, I'm surprised there is no prompt to fromat HDD after downgrading. Or is reinstalling firmware a bypass for it?

sorry forgot about to write about the spex. i have a cechl04 fat 80gb ps3 small nand.
and yes this reinstalling of fw is definately a bypass to reformat the hdd. but you need to swap the hdd before and then do downgrade. after that you can swap back the hdd with the higher fw and do a system upgrade through recovery menu.
btw, the dev_flash2/3 folders are definately on hdd. all my reg settings are also alive.

I tried this before on my small nand slim and although I didn't lose any of my backups or PSN titles, I could not launch any of my PSN titles as the activation keys weren't there.

ah i see. i have no psn title or such things and nor do i watch brds on my ps3 which could also be a problem after dg. so you have to backup contents of the dev_flash folder to be on the safe side. there are certs and such things. and maybe these certs/licenses are also fw dependent as there are now cfws.
but as of now there is no app for writing to flash for fw 3.55. because of that i switched back to 3.41...

when i use service mode and then do downgrade the hdd gets formated. the hdd i swapped to do the downgrade was also formated. it was the old 80gb hdd with apps already installed but these were gone after downgrade and also the account. so no luck on my side this way. maybe because service mode claims 30gb from hdd space for maybe virtual memory or something.
