Yes, it is possible to downgrade 4.0 but it's only worth doing if your base firmware is lower than 3.56. You can search your model number and base firmware on google to find out. I don't know what you're watching, but if they say they can do it with software only, then it's fake. You will need a nor flasher to accomplish this. I don't own one, but I think the E3 flasher would be your best bet. If I'm not mistaken, it supports dual booting which means that you can boot custom firmware from one hard drive and official firmware from a 2.5" sata drive plugged into a usb adapter that I think they sell on their site as well (or vice versa - not sure which would be official and which would be custom). The idea behind that is that you can play your backups off of one hard drive and go on PSN on the other. There are other flashers, but I would suggest reading up on it before spending any money on any flasher to see if it will fit your needs

I'm showing that your model's base is 3.21. Either way you're good to go. I found what looks to be a easy tutorial over at PS3HAX. Look here - [Tutorial] Install E3 Flasher On PS3 | PS3Hax Network
It looks like it's not that hard to do, but you're going to need to spend about an hour to make sure you do it right and don't overlook anything. Also you should verify that you have a NOR console and not a NAND console. There should be more info on the e3 flasher website but it looks like you should be ok. I don't know what you mean by Hacked Lobbies, but you can go online with xlink kai, or from what I understand you'll be able to go back on PSN for official access
