does sony block game update ??

hey every one
couple of days ago
i dowloaded uncharted 1 and connected ethernet cable to ps3 and downloaded the update and it works fine

but today when i tried to update (need for speed undercover) a message
appear that u must sign in and update your software to be able to download this update

now how to get ? and how to install the game updates??

And install it via INSTALL/PACKAGES

i didnot found it
cause i have the pal version
