Converting Euro games to US ?

I have modnation racers as BCUS007001 but i want to convert it to BCUS98167 because i have a mod for that game that only works for BCUS98167 is there a way to convert it using param.sfo?

I don't believe it's a simple process to convert PAL to NTSC (EU to US) formats. It's not just a region thing, it's a video format thing. You'd probably be better off just buying the US version of the game and making a backup.

Simple answer NO, you cannot convert games they are region locked and that's that.
