Look in the technical forum. It's being worked on.
It depends on the type of PS3 you have. If it is a 256mb NAND version of the PS3 then yes you can flash your PS3 with that but the RSOD could be caused due to bad blocks on the NAND then it wouldn't fix it. This is fairly new territory (NOR/NAND flashing) on the PS3 side. It may fix it depending on the root of the problems and if it is the proper style PS3. If you have a NOR PS3 you will need USB Bitbanger that is being talked about above but it hasn't been doing that much since he started it. At first it was going great I think it just needs the PC software side written now as the hookups I think are all on the PS3.
