Application whitelist

So the PS3 now has a whitelist for apps. I'm curious, how is the whitelist updated? New games come out weekly, so it would seem the whitelist would need to be updated as much. It is not being done through firmware updates for sure, so how is it being done? Maybe it doesn't need updating somehow.

The whitelist is only for selfs signed with old keys, there is no whitelist for newer games.
