I need some Help!!!!

Hi, I'm totally new here, and I need some help.
I keep readin DEV1, DEV2, DMS formating tool
and I tried to figure what are they(programs??,some kind of modchips??)
but I couldn't
could somebody help me, PLEASE

first of all this is totaly in the wrong forum and secondly try to give the title a meaningfull name like "what is Dev1" not just "i need help" but i will try to help anyway seeing as this is your first post, next time try to post in the right section with a good title.

.elfs are like .exe's (programs) for the ps2
with some mod chips u can run these programs from the memory card (Dev.1)
and/or from a HDD (Dev.2) and DMS formating tool is a program to format the HDD (iam not sure about this one as ive never really tried it)
