Thanks, but it's all in Japanese and like you said they generally don't ship internationally or accept foreign credit cards, so it's way too many hoops to jump through for me.
I managed to create my own DVD ISOs and transfer OPL and other files to PS3 VMC from disc. My USB media works in OPL, and in ULE on PS2, but neither my USB media or USB keyboard work in ULE on PS3, so presumably the USB drivers in ULE aren't compatible with PS3.
I've included a copy of my VMC for PS3 with ULE v4.42a and OPL 0.8 ELFs along with the configuration files to run ELFs from USB in OPL. I've also included a DVD ISO for OPL 0.8, but the "uLE v4.38 boot DVD ISO" from the OP can also be used.
Copy "OPL & ULE.VM2" to /dev_hdd0/savedata/vmc on PS3 via FTP or file manager and then assign it to slot 1 in "Memory Card Utility" under Game in XMB.
If using the "uLE v4.38 boot DVD ISO" you can launch OPL 0.8 from mc0:/APPS/BOOT.ELF, or you can launch ULE v4.42a from mc0:/APPS/ULAUNCHELF.
If using the OPNPS2LD.ISO you can launch ULE v4.42a from the Apps section. You can also relaunch OPL from memory card here if you wish to stop the disc drive by ejecting the disc.
To launch ELFs from USB create a folder "APPS" in the root of the USB drive and name the ELFs "APP0.ELF" through "APP9.ELF" these can then be launched through the Apps section of OPL. The paths for ELFs can be changed by editing mc0:/OPL/conf_apps.cfg in ULE with the text editor.
